Ofcom to sell 2010MHz band

Telcos could get their hands on the spectrum after the London 2012 Games

Ofcom is to sell the 2010-2025MHz spectrum through competitive tender following pressure from telcos, who point to increases in broadband use pushing up the need for the bandwidth.

The UK communications regulator had considered permanently allocating the band to "Programme Making and Special Events" (PMSE) for use by broadcasters with wireless cameras. But consultation feedback and evidence from Germany has convinced the body that there is commercial value in the currently-unused spectrum.

Ofcom received three confidential and seven open responses to its 2010 consultation. In their responses, BT and Ericcson noted that while demand for the spectrum is currently muted, growth in broadband usage could make it more attractive in the future. Both the BBC and band manager JFMG argued that the spectrum should be assigned to PMSE.

Ofcom also took into account the sale of the German 2010MHz band to Telefónica O2 Germany last year, which raised €5.7m (£4.8m).

In a statement, Ofcom said: "The opportunity cost associated with reserving the band for PMSE would be greater than we had supposed...we now consider that it would be more beneficial to release the spectrum through a competitive award."

Ofcom will award the band in early 2012 at the earliest. But it warned this may take place later, depending on its other spectrum management activities.

Until the band is sold, broadcasters will be able to use the band for PMSE. It will also be made available for the London 2012 Olympic and Paralympic Games.
