NAO to replace Oracle e-Business Suite system to get 'additional functionality'

The National Audit Office (NAO) is looking to replace its Oracle e-Business Suite system with an alternative ERP system, according to an Official Journal of the European Union tender notice.

The tender states that the NAO is looking for an ERP package that includes software for accounting, database management, HR and financial analysis.

The NAO said it was "inviting expressions of interest" for bidders to provide a replacement for an existing Oracle e-Business Suite system with additional areas of functionality to cover training, resource, absence and performance management.

The solution should also have the following functions: business management, budget management, procurement, payroll, HR, self-service access to staff data, workforce planning, workflow and financial reporting.

The payroll functionality must include support for online payslips (using HMRC's RTI system), while budget management includes the setting, maintenance and analysis of budgets.

Meanwhile, recruitment management data will not be required as the NAO already has a three-year contract in place for this service.

The scope of support required includes: licences, licence support, design and implementation, installation, business change, training and second line support, which includes disaster recovery.

"Around 1,000 staff will need some access to the functionality. They are primarily based in the London office but 100 staff work in the Newcastle office. Staff have the capability to work remotely via secure connections to the authority's network," the notice states.

The contract, which is covered by the Government Procurement Agreement (GPA), will last for seven years and is subject to renewal. The estimated value of the contract, excluding VAT, is £1m.
